About the Project: RTI’s Global Health Division is currently seeking applications for the position of Finance and Administration Director for the USAID-funded Tanzania Malaria Vector Control Activity (MVCA). This project aims to support the Government of Tanzania in its vector control programming, which includes the distribution of long-lasting insecticidal nets, social behavior change communication, entomological surveillance, and operational research. The project also aims to enhance private sector engagement and strengthen the linkages between district and community platforms to ensure effective vector control interventions protect those at risk of malaria.
Job Description: The Finance and Administration Director will oversee the financial and administrative aspects of MVCA, ensuring compliance with contractual terms, as well as USAID and RTI rules and regulations. The position will be based in Dar es Salaam, Tanzania with RTI. Please note that this position is contingent upon award and funding.
Responsibilities: The Finance and Administration Director will be responsible for:
- Managing all financial and administrative aspects of MVCA and ensuring compliance with USG and RTI financial and accounting policies and procedures.
- Overseeing the preparation and submission of monthly financial statements, including expenses, receivables, and payables.
- Ensuring timely submission of expense reports, bank reconciliations, and wire transfer requests to RTI’s corporate headquarters in the U.S.
- Preparing monthly, quarterly, and annual expenditure reports and pipeline estimates to provide an overview of the financial status of the project.
- Overseeing human resource management, procurement, and payroll administration for MVCA.
- Ensuring appropriate financial management systems and record-keeping strategies are in place for proper disbursement, accounting, budgeting, and reporting of funds.
- Providing technical assistance to build the financial management capacity of local subcontractors and other grantees.
- Reviewing technical and financial proposals from local partners, including negotiating annual budgets and reviewing financial expenditure reports for accuracy and adherence to the budget.
- Implementing and monitoring cost-effective and efficient systems and procedures.
- Working closely with the MVCA Chief of Party and team members to ensure effective use of resources.
- Directly supervising MVCA’s administrative and financial support team members.
Qualifications:
- Advanced degree in business administration, economics, or finance
- Certified Public Accountant
- At least 10 years of experience in USAID-funded project and grants management, with a minimum of 7 years of senior-level responsibility for finance and administration, managing programs of similar size and complexity.
