Job Location: Morogoro Region

Job Description:

The role involves developing strategies and procedures to enhance rural access, thereby enabling communities to have better access to schools, healthcare facilities, markets, and job opportunities in Tanzania’s rural areas. The project encourages the participation of various stakeholders and ensures that village communities, their governing bodies, Local Government Authorities (LGA), and grassroots private sector actors (contractors) are equipped to plan, implement, and maintain access infrastructures (paths, roads, bridges) in areas not covered by the Tanzania Rural and Urban Road Agency (TARURA). The role also involves organizing the necessary resources through local government structures and personal contributions (funds, labor).

The Rural Access Expert will contribute to the project’s inception phase. The expert will collaborate with key stakeholders, including targeted village communities, LGA, TARURA, local contractors, and potential other (donor) agencies involved in rural access, to jointly plan a pilot initiative set to launch in 2025. The expert will conduct needs assessments and surveys in pre-selected areas and develop a pilot with other stakeholders based on locally driven implementation modalities, including resource mobilization and community participation.

Qualifications:

  • Education: A Master’s degree in civil engineering or a related field.
  • Professional experience: A minimum of 3 years’ experience in planning, design, and delivery of rural infrastructure in a similar context. Experience in working with both public and private sector actors, including experience in working with TARURA, is required.
